An older person, most likely someone’s mum, has written a person’s name in the comments of a Facebook post and assumed that it will tag the person even though they didn’t select that person’s name when Facebook gave it as an option to make a live tag. If you’ve understood that sentence, then you’ll have more empathy for old people trying to understand the concept of tagging on Facebook. 

The older person, unaware that their efforts didn’t actually constitute a proper tag, has then texted the supposedly tagged person separately asking, “Did you see what I tagged you in?” The thought process behind texting someone to ask if they have received a notification (arguably similar to receiving a text message) indicates that the older person has some way to go in better understanding social media.
